The Fourth Circuit Outstanding Law Enforcement Officer awards ceremony is an event hosted by the State Attorney's Office, sponsored by Stellar, to recognize exceptional public safety efforts at the local, state, and federal levels. Named in honor of Jacksonville Beach Police Department Sgt. Daniel E. Watts — the ceremony's inspiration — annually a ceremony is held to honor the men and women selected for recognition of acts of service and bravery the year preceding.
