State Attorney Melissa Nelson announces that Jarrel Mapp, 44, of Jacksonville, was found guilty by a jury of Organized Fraud, two counts of Unlawful Filing of False Documents Against Real Property, three counts of Filing a Fraudulent Lien, and two counts of Burglary to a Dwelling. Mapp now faces a maximum of 15 years in Florida State Prison. A sentencing hearing is scheduled to be set before the Honorable Bruce Anderson.

Mapp developed a scheme to extort money out of Duval County property owners and to take possession of their real property. Starting in July 2016 Mapp located vacant properties in Duval County. Without contacting the owners, Mapp filed liens on the properties for thousands of dollars despite having done no work and having never been asked to do any work. Mapp moved into one of the properties and moved tenants into another. After “securing” the properties he demanded payment from the owners and filed two civil lawsuits to take the properties.

The case was investigated by Jacksonville Sheriff’s Office and is being prosecuted by Assistant State Attorneys David Johnston and Terry Livanos.
